2.2667em;"><strong>水上政务“e齐办”，打造服务新场景。</strong>市交通执法支队海事大队从“办事方便”这一船民最朴素的要求出发，将船舶登记、检验、营运证办理、船员适任证书核发等高频关联事项纳入“e齐办”清单，推行水上审批业务“一件事一次办”“一类事一站办”“关联事项一齐办”“线上受理网上办”“一船一档节省办”，建立“五办”模式，实现船员适任证书考过即发“一件事一次办”、船舶营运“一类事一站办”、一次申请关联事项一齐办、线上办理业务申请和情况查询、新建船舶档案三档合一。</p><p style="text-indent: 2.2667em;"><strong>水上审批“集中办”，落实改革新举措。</strong>便利是政务服务的价值追求，市交通执法支队海事大队积极回应航运企业期盼，整合海事、水路运输审批业务，通过内部流转实现船舶登记和营运证办理等6项事务集中办理、12项船舶证照类业务多项材料免提交，营运证办理时限压缩50%、减少重复提交材料70%。</p><p style="text-indent: 2.2667em;"><strong>信用承诺“容缺办”，提升服务增质效。</strong>大力推行“信用+承诺”审批监管模式，研究制定海事、水路运输容缺受理事项清单，在申请人因故暂时无法提交全部材料时，作出书面承诺便可同时办理有关审批事项；建立“白名单”制度，对于信用状况良好的申请人，拓宽容缺受理的范围，构建以信用为基础的审批监管机制。</p></section><section
