!important;">近年来，全省医疗保障部门深入贯彻落实党的二十大、二十届三中全会助力生育友好型社会建设有关决策部署，按照省政府加快完善生育支持政策体系推动建设生育友好型社会若干措施要求，持续加强生育医疗费用保障，降低家庭生育、养育成本。2024年，全省生育保险参保人数2213.1万人，同比增长1.7%，享受生育保险待遇232.1万人次，生育保险待遇支出114.5亿元，同比增长1.3%。<p style="text-align:justify;max-inline-size: 100%;margin: 0px 0px 24px;padding: 0px;clear: both;min-height: 1em;cursor: text;display: block;line-height: 1.75em;box-sizing: border-box !important;">目前，我国已基本实现全民医保，不论是职工医保（含生育保险）参保人员，还是居民医保参保人员，都可以享受生育医疗费用保障待遇。根据《社会保险法》等法律法规规定，“职工应当参加生育保险”，享受生育医疗费用和生育津贴等待遇。在读研究生由于非职工或灵活就业人员身份，与所在高校、科研院所没有建立劳动关系，目前还无法参加职工医保和生育保险，无法享受生育津贴待遇，但可以按规定参加学籍地城乡居民基本医疗保险，并享受相应生育医疗费用待遇保障。一是产前检查费用待遇。参加居民医保的在读研究生在门诊发生的符合规定的产前检查相关医疗费用，纳入门诊保障，享受普通门诊统筹待遇。二是住院分娩等生育医疗费用待遇。居民医保参保人员住院分娩生育医疗费用待遇，参照城乡居民医疗保险住院待遇报销政策执行。为进一步减轻生育成本，今年4月，省医保局会同省财政厅出台了《关于实施孕产妇住院分娩医疗费用财政补助政策的通知》，明确自今年7月1日起，参加我省基本医疗保险并处于待遇享受期的孕产妇，在定点医疗机构发生的住院分娩目录范围内费用，经基本医疗保险、大病保险与医疗救助按规定支付后，剩余个人自付部分由财政给予补助。也就是说，不论是职工医保（含生育保险）还是居民医保参保人员，住院分娩目录范围内费用，由医保按规定支付，财政予以补助，个人不用负担。<p !important;">一是持续减轻生育费用负担。2024年7月1日起，将分娩镇痛、辅助生殖技术纳入医保支付范围，政策实施以来，全省有10.6万例产妇享受到了分娩镇痛医保报销政策红利，同比增长了101%；有12.03万参保人员享受到辅助生殖报销待遇，减轻群众费用负担近3亿元。2025年1月1日起，无创产前基因检测的检测服务集采结果和诊断服务全面落地，同步纳入医保乙类支付范围。截至5月底，无创产前基因检测项目已为9.6万名孕妇提供精准检测服务，累计减少费用负担近7000万元，成为全国首个实现该类高值检测项目普惠覆盖的省份。二是优化医保公共服务。会同卫生健康部门全面落实新生儿“出生一件事”高效集成化办理，新生儿出生后90天内按规定参保缴费，自出生之日起所发生的符合医保范围医疗费用，均可按照居民医保规定予以报销，减轻新生儿家庭医疗费用负担。<p
