公安机关侦破缅北果敢白家犯罪集团专案

16px;">2015年以来，以白所成为首的缅北果敢白家犯罪集团为攫取非法利益，利用其家族在果敢政治、军事、经济等领域的影响力，开发建设苍胜科技园、百胜大厦、腾龙、鑫百利、王者红楼、白鹤公馆等41个大型赌诈园区，一方面招揽吸引大量赌诈犯罪团伙入驻，对我民众大肆实施虚假投资理财、刷单返利、冒充公检法、虚假征信、冒充客服等电信网络诈骗和网络赌博等违法犯罪活动；另一方面不断招募、诱骗国内人员非法出境参与赌诈活动。同时，白家犯罪集团牵头成立果敢娱乐管理委员会，通过向赌诈园区统一颁发推广证，收取租金、人头费、安保费等攫取了巨额非法利益。特别是，白家犯罪集团长期以诈养兵、以兵护诈，对赌诈园区实施武装管控“保护”，放任“金主”暴力管控、虐待、殴打甚至杀害犯罪团伙中不服从管理、不能完成诈骗业绩、试图逃跑的底层电诈人员。</span></span></span></p><p 16px;">2023年11月，公安部部署广东省深圳市公安机关侦办白家犯罪集团专案。同年12月10日，在掌握大量违法犯罪事实和证据的基础上，公安机关依法对白所成、白应苍、白应兰公开悬赏通缉。2024年1月30日，依托中缅执法安全合作机制，缅方将白所成、白应苍移交我方。截至目前，已有36名涉及白家犯罪集团案件的重要犯罪嫌疑人归案。</span></span></span></p><p 16px;">为全面查清白家犯罪集团涉我违法犯罪情况，在中缅执法安全合作机制框架下，我公安机关派出专案组冒着战事风险5次赴缅北，联合缅执法部门开展了大量艰苦细致的工作，查获受害人尸骨、犯罪嫌疑人制毒工具等大量关键物证。同时，深圳公安机关抽调千余名精干警力奔赴全国200多个地市，对数千名电诈受害人逐一调查取证，全面收集固定证据。浙江省舟山市公安机关积极配合协助案件侦办，缉捕审讯重要犯罪嫌疑人，完善证据链条。</span></span></span></p><p 16px;">公安机关经侦查查明，以白所成、白应苍为首要分子的缅北果敢白家犯罪集团涉嫌诈骗，故意杀人，故意伤害，绑架，敲诈勒索，开设赌场，组织他人偷越国（边）境，组织、强迫卖淫以及贩卖、制造毒品等多项罪名，致我国公民6人死亡，涉诈案件3.1万余起，涉诈资金超106亿元，涉赌资金超180亿元，制造并贩卖毒品约11吨。</span></span></span></p></section></p><p><section
