16px;">为贯彻落实国家加快构建新型电力系统、健全绿色低碳发展机制的部署和要求，充分挖掘工商业用户调峰能力，增加工商业用户用电与新能源发电的适配互动，降低工商业用户用电成本，协同助推电力市场加快建设，支持全省经济社会高质量发展。现将优化工商业分时电价结构有关事项通知如下。</span></section><section style="text-indent: 2em;line-height: 1.75em;"><span style="color: rgb(30, 90, 162);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;"><strong>一、扩大工商业分时电价执行范围</strong></span></section><section style="text-indent: 2em;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">将工商业分时电价执行范围扩大到除国家有专门规定的电气化铁路牵引用电外的执行工商业电价的电力用户。全体商业用户和100千伏安以下的工业用户，公用水厂、污水处理厂、分布式能源站、地下铁路、城铁、电车可结合自身用电特性和调节能力建设，自行选择执行。鼓励工商业用户通过配置储能（蓄能）装置、开展综合能源管理等方式，主动减少高峰时段用电，增加低谷时段用电，通过优化用电时段，有效降低用电成本。</span></section><section style="text-indent: 2em;margin-top: 15px;line-height: 1.75em;"><span style="color: rgb(30, 90, 162);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;"><strong>二、调整工商业分时电价时段设置</strong></span></section><section style="text-indent: 2em;margin-bottom: 15px;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">优化工商业用户分时时段设置，增设午间谷时段，具体时段见表1。选择执行分时电价的全体商业用户和100千伏安以下的工业用户，可选择按表1所示执行季节性分时时段或全年执行春、秋两季分时时段。</span></section><section style="text-align: center;margin-bottom: 16px;"><strong>三、优化工商业分时电价计价基础和浮动比例</strong></span></section><section style="text-indent: 2em;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">为有效衔接电力市场交易，将工商业用户分时电价计价基础，调整为以工商业用户购电价格为基础，并优化峰谷浮动比例，具体浮动比例见表3。</span></section><section style="text-align: center;margin-top: 16px;line-height: 1.75em;"></section><section style="text-indent: 2em;margin-bottom: 15px;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">315千伏安及以上工业用电，尖峰时段在用户购电价格的峰段电价基础上，上浮20%；深谷时段在用户购电价格的谷段电价基础上，下浮20%。</span></section><section style="text-indent: 2em;margin-bottom: 15px;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">执行两段制电价的电热锅炉（蓄冰制冷）用电，用户购电价格作为平段电价，平段电价不浮动，谷段在用户购电价格的平段电价基础上，下浮65%。</span></section><section style="text-indent: 2em;margin-bottom: 15px;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">由电网企业代理购电的工商业用户，按照本通知规定执行。鼓励参与电力市场交易的主体签订交易合同时，申报用电曲线、充分反映各时段价格信号。现货市场连续运行后，直接参与电力市场交易的用户零售套餐，如未将批发市场分时段交易价格传导至用户的，分时时段原则上参照本通知规定设置，峰段、谷段交易均价以平段交易均价为基础的上下浮动比例，原则上不低于60%。如电力市场交易合同未申报用电曲线或未约定分时价格的，结算时用户购电价格按本通知规定的分时时段和浮动比例执行。</span></section><section 16px;">选择执行分时电价的用户和选择执行分时时段的用户，应提前3个工作日向电网企业申请办理相关业务，并自业务办理成功的次月起执行，选择后12个月内保持不变。</span></section><section style="text-indent: 2em;line-height: 1.75em;"><span style="color: rgb(30, 90, 162);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;"><strong>四、优化电动汽车充放电价格政策</strong></span></section><section style="text-indent: 2em;margin-bottom: 15px;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">执行工商业电价的电动汽车充换电设施，其运营商可结合服务车辆的充电特性，选择执行分时电价，时段划分与工商业用户相同，其中：向电网企业独立报装接电或具备独立受电点的集中式充换电设施用电，可选择全年执行春、秋两季分时时段；党政机关、企事业单位、社会公共停车场等中设置的充换电设施用电，其分时时段应与设施所在工商业用户保持一致，加大力度鼓励电动汽车在晚间谷段充电、午间谷段补电，进一步降低用电成本。</span></section><section style="text-indent: 2em;margin-bottom: 15px;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">对租赁停车区域建设的集中式充换电设施，由产权单位出具租赁区域具体范围证明，且租赁区域与其他区域有明显的物理隔离，可向电网企业申请在产权单位用电户下，增设独立受电点，执行集中式充换电设施2030年前免收需量（容量）电费有关政策。</span></section><section style="text-indent: 2em;margin-bottom: 20px;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">鼓励电动汽车运营商通过聚合等方式，常态化参与电力市场交易，按市场交易规则结算。独立报装接电且具备反向放电能力的充换电设施运营单位，可自愿向电网企业申请参与车网互动，主动响应全网调峰需求，向电网反向放电，获取收益。2026年底前，夏、冬两季尖峰时段向电网反向放电的，参照当月电网代理工商业购电同电压等级尖峰到户电价结算；其他时段向电网反向放电的，参照我省燃煤发电基准上网电价0.391元/千瓦时结算。</span></section><section Microsoft YaHei;font-size: 16px;">请各市发展改革委加强政策宣传解读，指导当地电网企业做好贯彻落实工作，跟踪政策执行情况，主动协调解决政策实施过程中遇到的问题，积极回应社会关切。</span></section><section style="text-indent: 2em;margin-bottom: 15px;line-height: 1.75em;"><span style="color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;font-size: 16px;">请省电力公司组织各地电网企业，通过营业网点、官方网站、“网上国网”App、95598供电服务热线、“国网江苏电力”微信公众号等多种渠道进行公告，将政策提前告知相关工商业用户，对拥有政策执行选择权的工商业用户，切实将政策解释说明到位，加快开展计量采集设备和电费结算系统的调整，确保政策按期执行到位。</span></section><section style="text-indent: 2em;margin-bottom: 15px;line-height: 1.75em;"><span style="font-size: 16px;color: rgb(0, 0, 0);letter-spacing: 1px;font-family: 微软雅黑, Microsoft YaHei;">建立分时电价政策评估机制，我委将会同省电力公司密切跟踪全网电力系统峰谷特性变化，动态分析执行情况、评估执行成效，适时优化有关政策措施。</span></section><p style="text-indent: 2em;line-height: 2em;"><span style="font-size: 16px;"><strong><span style="color:
