sans-serif;">实施高校毕业生学费补偿政策，是我省引导和鼓励毕业生面向苏北基层单位就业的重要举措，对拓宽高校毕业生就业门路、促进苏北地区经济社会发展、助力乡村振兴和共同富裕，发挥了重要的作用。各地要切实加强学费补偿工作的组织领导，明确专门机构，落实专职人员负责此项工作，按照《省教育厅等五部门关于印发〈江苏省学生资助管理实施细则〉的通知》（苏教助〔2021〕1号）《省教育厅 省人力资源社会保障厅 省医保局关于加强在苏北基层单位就业的高校毕业生学费补偿工作的通知》（苏教助函〔2024〕4号）等相关文件要求，多措并举扎实开展学费补偿政策宣传，确保政策应知尽知，严格按规定做好学费补偿资格确认、资金拨付审核等工作，确保落实好这项民生政策。</span></p></section><p style="text-indent: 2.125em;line-height: Arial, sans-serif;"><strong><span style="color: rgb(2, 69, 142);">二、认真做好学费补偿审核工作</span></strong></span></p><section style="text-indent: 2em;"><p style="text-indent: 2.125em;line-height: sans-serif;">（一）学费补偿受理资格审核。对于在苏北基层单位就业、符合学费补偿受理条件的高校应届毕业生，各地要按照政策规定和工作流程要求及时受理，并通过省学生资助管理系统，逐一审核确认学生提交的申请材料。请各地于7月10日前将2024年7月至2025年6月之间所有审核通过的学费补偿申请人的信息汇总表，加盖教育局公章后扫描上传至省学生资助管理系统相应模块。</span></p></section><section style="text-indent: 2em;"><p style="text-indent: 2.125em;line-height: 2em;margin-bottom: 8px;"><span style="font-size: 16px;font-family: mp-quote, -apple-system-font, BlinkMacSystemFont, Helvetica sans-serif;">（二）学费补偿资金拨付审核。对于以前年度已经受理、确立学费补偿资格并在省学生资助管理系统中提交学费补偿资金拨付申请的毕业生，由县级学生资助管理机构按规定严格审核把关，提醒辖区内相关基层单位对满足学费拨付申请条件的员工，应确认其真实连续在岗服务期满，并在其资金拨付申请表等资料上加盖公章。对于因调动、提拔或其他原因未满服务期的高校毕业生，基层单位不得违规盖章证明。请各地于7月10日前，在系统中提交审核结果，并将加盖教育局、财政局公章后的《学费补偿年度资金拨付申请汇总表》和《学费补偿年度资金拨付申报表》扫描上传至省学生资助管理系统相应模块。</span></p></section><p sans-serif;">高校毕业生学费补偿工作政策性强，所涉资金由省、县两级财政按比例分担。各地要严格落实相关政策规定，进一步加强管理，规范操作。县级教育行政部门要及时会同相关公共服务机构主管部门及艰苦行业生产第一线企业人事部门召开联席会议，督促各部门在面向农村基层单位的新职工招聘、新入职人员培训和上岗等环节，做好高校毕业生学费补偿政策宣传；在资格审核与资金拨付审核环节，核实确认申请人是否办理就业手续、是否真实连续在岗服务。县级学生资助管理机构要建立与基层用人单位的定期联系制度，及时了解和掌握毕业生工作情况，切实加强对学费补偿工作各个环节、流程的审核把关，确保高校毕业生学费补偿务实高效。要建立完善“谁经办、谁负责，谁审核、谁负责”的工作责任制和责任追究制，对在学费补偿工作中弄虚作假、滥用职权造成资金损失及严重后果的，将追回补偿资金，依法追究相关单位及人员的责任。对于弄虚作假套取学费补偿资金的申请人，除收回学费补偿资金外，通报其现工作单位和上级主管部门，并按相关规定严肃处理。</span></p></section></section><section><section
