line-height: 2.5;"><span style="box-sizing: border-box; font-size: 14pt; text-indent: 2em;">根据《2025年度农业支持保护补贴（耕地地力保护）实施方案》（丰农发〔2025〕7号）文件精神，2025年在全县范围内继续实施农业支持保护补贴（耕地地力保护）。农业支持保护补贴工作由县人民政府负总责，镇人民政府（街道办事处）对辖区内补贴工作具体负责，镇人民政府（街道办事处）和村民委员会对补贴对象和补贴面积的真实性负责。</span></p><p align="" style="box-sizing: border-box; margin-top: 0px; margin-bottom: 0px; padding: 0px; color: rgb(51, 51, 51); font-family: 宋体; font-size: 14pt; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; line-height: 2.5;"><span style="box-sizing: border-box; font-weight: bold;">补贴范围：</span>在全县范围内，原则上对种地农民拥有承包权的耕地、村组机动地在农村土地二轮承包或土地确权时被确认的耕地、国有农场和国有农牧渔良种场的耕地给予补贴。</p><p align="" style="box-sizing: border-box; margin-top: 0px; margin-bottom: 0px; padding: 0px; color: rgb(51, 51, 51); font-family: 宋体; font-size: 14pt; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; line-height: 2.5;">有以下情形之一的不得享受补贴：</p><p align="" style="box-sizing: border-box; margin-top: 0px; margin-bottom: 0px; padding: 0px; color: rgb(51, 51, 51); font-family: 宋体; font-size: 14pt; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; line-height: 2.5;">1.已作为畜牧养殖场占用的耕地，以实际占用的面积为准。</p><p align="" style="box-sizing: border-box; margin-top: 0px; margin-bottom: 0px; padding: 0px; color: rgb(51, 51, 51); font-family: 宋体; font-size: 14pt; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; line-height: 2.5;">2.已颁发林权证的林地和已享受退耕还林补贴的土地。</p><p align="" style="box-sizing: border-box; line-height: 2.5;">3.成片耕地转为设施农业用地，包括：在设施农业项目区域内，直接用于农产品生产的生产设施用地和附属设施用地，如工业化作物栽培的连栋温室、水产养殖池塘、工厂化养殖池、育种育苗场所、农业生产中必需配套的检验检疫检测用地和环保设施用地等；农业专业大户、家庭农场、农民合作社、农业企业等从事规模化粮食生产的配套设施用地，如，晾晒场，粮食烘干设施、粮食和农资、农机具临时存放场所用地等。</p><p align="" style="box-sizing: border-box; margin-top: 0px; margin-bottom: 0px; padding: 0px; color: rgb(51, 51, 51); font-family: 宋体; font-size: 14pt; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; line-height: 2.5;">4.非农业征（占）用等已改变用途的耕地。</p><p align="" style="box-sizing: border-box; margin-top: 0px; margin-bottom: 0px; padding: 0px; color: rgb(51, 51, 51); font-family: 宋体; font-size: 14pt; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; line-height: 2.5;">5.经县政府认定，长年抛荒的耕地。</p><p align="" style="box-sizing: border-box; margin-top: 0px; margin-bottom: 0px; padding: 0px; color: rgb(51, 51, 51); font-family: 宋体; font-size: 14pt; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; line-height: 2.5;">6.经县政府认定，占补平衡中补的面积和质量达不到耕种条件的耕地。</p><p align="" style="box-sizing: border-box; line-height: 2.5;"><span style="box-sizing: border-box; font-weight: bold;">补贴对象：</span>补贴对象原则上为拥有耕地承包权的种地农民和单位。</p><p align="" style="box-sizing: border-box; margin-top: 0px; margin-bottom: 0px; padding: 0px; color: rgb(51, 51, 51); font-family: 宋体; font-size: 14pt; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; line-height: 2.5;">1.农民拥有承包权的耕地，经营权发生流转的，应签订土地经营权流转协议，并在协议中明确补贴资金受益方；未签订的，应补签土地经营权流转协议，并在协议中明确补贴资金受益方。补贴发放对象以土地经营权流转协议中明确的补贴资金受益方为准。未补签土地流转协议的，或协议中未明确受益方的，补贴资金仍由土地承包权者享有。</p><p align="" style="box-sizing: border-box; line-height: 2.5;">2.村组机动地在二轮承包或土地确权时被确认的耕地，承包给农户或者其他经营主体种植时，村组应当与承包主体签订村组机动地承包协议，并在协议中明确补贴资金受益方；未签订的，应补签村组机动地承包协议，并在协议中明确补贴资金受益方。补贴对象以村组机动地承包协议中明确的补贴资金受益方为准。未承包给农户或者其他经营主体种植的，补贴资金由村组集体享有。</p><p align="" style="box-sizing: border-box; line-height: 2.5;">3.国有农场、国有农牧渔良种场的耕地，已发包给农场职工或其他经营主体的，应签订耕地承包协议，并在协议中明确补贴资金受益方；未签订的，应补签耕地承包协议，并在协议中明确补贴资金受益方。补贴对象以耕地承包协议中明确的补贴资金受益方为准。由农场自行经营耕种的耕地，补贴资金归农场集体享有。</p><p align="" style="box-sizing: border-box; line-height: 2.5;"><span style="box-sizing: border-box; font-weight: bold;">计发依据及标准：</span>补贴计发依据为粮食种植面积，补贴标准为每亩120元。</p><p align="" style="box-sizing: border-box; margin-top: 0px; margin-bottom: 0px; padding: 0px; color: rgb(51, 51, 51); font-family: 宋体; font-size: 14pt; text-wrap-mode: wrap; background-color: rgb(255, 255, 255); text-indent: 2em; text-align: justify; line-height: 2.5;"><span style="box-sizing: border-box; font-weight: bold;">工作流程：（一）建立补贴清册。</span>各镇人民政府（街道办事处）组织各村民委员会按照粮食种植面积及统一的补贴标准核实各补贴对象应享受的补贴面积，计算应享受的补贴金额，填报《丰县农业支持保护补贴（耕地地力保护）分户登记清册》（附件1，以下简称《分户登记清册》）， 分户登记清册中补贴面积、金额、身份证号等信息由村填报并经农户签字确认后，由经办人员和村主要负责人签字并加盖行政村公章后上报镇人民政府（街道办事处）。<span style="box-sizing: border-box; font-weight: bold;">（二）补贴面积和金额核实及公开公示。</span>镇人民政府（街道办事处）组织对各村上报的补贴面积和金额进行核实，核实无误后在《分户登记清册》上加盖镇人民政府（街道办事处）公章，并张榜公示，公示应在村公示栏和村民小组醒目位置一并进行，公示时间不少于7个工作日，公示有异议的要及时查实更正并再次张榜公示。公示无异议后，镇人民政府（街道办事处）填报《丰县农业支持保护补贴（耕地地力保护）分村汇总表》，由经办人员和镇人民政府（街道办事处）负责人签字并加盖镇人民政府（街道办事处）公章后连同《分户登记清册》一起上报县农业农村局和县财政局。<span style="box-sizing: border-box; font-weight: bold;">（三）补贴面积和金额审定。</span>县农业农村局对各镇人民政府（街道办事处）上报的相关数据进行汇总，并会同财政局上报县人民政府审定后，作为补贴发放的依据。<span style="box-sizing: border-box; font-weight: bold;">（四）补贴资金发放。</span>县财政局根据县人民政府审定的补贴面积和金额，组织镇人民政府（街道办事处）财政所将相关数据录入江苏省惠民惠农财政补贴资金“一卡通”系统，并审核确认后，将数据传送至代发银行直接打卡发放到户，补贴资金于2025年6月30日前发放到农户。</p><p align="" style="box-sizing: border-box;
