15px;">1.在保障城市正常运转的前提下，火电、垃圾发电、生物质发电等重点排放大户实施科学、有序、深度减排，鼓励优先采用压降负荷、合理优化生产节奏等方式，进一步压降污染物排放浓度和总量。加大对燃煤锅炉、工业企业、机动车排放等重点大气污染源的执法检查频次，确保其污染防治设施高效运转。</span></p><p style="font-size: 16px;line-height: 1.75em;"><span style="font-size: 15px;">2.根据各地的Ⅱ级应急减排清单，在确保安全生产的前提下，有计划地实施限产或停产，限产优先采用部分生产线停产的方式实现。工业企业不得开停车作业与检修放空作业，船舶修造、汽车维修企业暂停喷涂作业。</span></p><p style="font-size: 16px;line-height: 1.75em;"><span style="font-size: 15px;">3.积极利用区外来电，严格执行绿色电力调度；超低排放燃煤电厂在满足区域供电平衡和热力供应的前提下，煤耗低的机组优先发电。</span></p><p style="font-size: 16px;line-height: 1.75em;"><span style="font-size: 15px;">4.除民生保障项目外，其他露天拆除、施工工地作业暂停（工艺要求需混凝土连续浇筑的可正常进行）；产生扬尘污染的干散货码头、堆场停止作业，并做好场地洒水降尘工作；加大施工工地洒水降尘频次，对施工工地出入口道路实施机械化冲洗，对未硬化的裸露地面、物料堆场以及停工工地等加强遮盖；加大道路机械化清扫（冲洗）保洁频次和作业范围，重点加强城乡接合部，同时根据温度、湿度、风力等气象条件，及时调整道路机械化作业模式。运输散装物料、煤、焦、沙石和土方等运输车辆禁行（不含预拌商品混凝土和砂浆、钢材等）。</span></p><p style="font-size: 16px;line-height: 1.75em;"><span style="font-size: 15px;">5.钢铁、建材、焦化、铸造、有色、电力、化工、矿山等重点用车企业禁止运输车辆进出厂（出于安全生产运行需要，使用清洁能源车辆或达到国六及以上排放标准车辆进出厂的除外）；港口集疏运车辆禁止进入港口（使用新能源车辆或达到国六及以上排放标准的车辆，为民生保障物资、外贸货物、出入境旅客提供港口集疏运服务的除外）；船舶在港口码头停靠期间按照长三角船舶排放控制区要求，优先使用岸电。</span></p><p style="font-size: 16px;line-height: 1.75em;"><span style="font-size: 15px;">6.停止道路沥青铺设、市政设施和道路桥梁防腐维护、交通标识刷漆、室外喷涂粉刷、房屋修缮、大型商业建筑装修、外立面改造等涉挥发性有机物排放施工作业。</span></p><p style="font-size: 16px;line-height: 1.75em;"><span style="font-size: 15px;">7.施工工地、工业企业厂区和工业园区停止使用国二及以下排放标准的燃油机械（应急抢险用除外），其他燃油工程机械、港作机械、农业机械（农作物抢收种期间和保障生活必需的除外）、林业机械、园林机械停用50%。</span></p><p style="font-size: 16px;line-height:
