省财政厅关于印发江苏省推动超长期特别国债资金支持消费品以旧换新的实施方案的通知》部署，落实《商务部等7部门关于进一步做好汽车以旧换新有关工作的通知》要求，加力促进我省汽车消费和二手车交易，结合我省实际，特编制补贴申请操作指南如下：</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><strong><span style="font-size: 16px;color: #000000;"> 一、活动时限</span></strong></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;"> 2024年7月25日（含当日，下同）至2024年12月31日。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><strong><span style="font-size: 16px;color: #000000;"> 二、补贴范围</span></strong></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;"> 活动期间，个人消费者转让本人名下的非营运乘用车，并购买未登记注册过的新能源车或燃油车，根据新车价格分档给予一次性定额补贴。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;"> 转让车辆指在个人名下的非营运乘用车所有权发生转移，取得有效的《二手车销售统一发票》，并完成转让登记手续。开票日期和车辆转让日期需在7月25日至12月31日间，补贴申请人名下旧车登记时间需在7月25日前，发票开具和转让登记手续需在江苏省内完成。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;"> 新购车辆需符合公安部《道路交通管理机动车类型》中机动车规格术语分类表规定的小型、微型载客汽车，且注册使用性质为非营运乘用车。《机动车销售统一发票》开具和新车注册登记日期需在7月25日至12月31日间，发票需在江苏省内开具。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;"> </span><strong><span style="font-size: 16px;color: #000000;">三、补贴标准</span></strong></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;"> 新车价格为5万元（含）至15万元的，燃油车每辆补贴6000元，新能源车每辆补贴9000元；15万元（含）至25万元的，燃油车每辆补贴10000元，新能源车每辆补贴13000元；25万元（含）以上的，燃油车每辆补贴15000元，新能源车每辆补贴18000元。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><strong><span style="font-size: 16px;color: #000000;"> 四、补贴申请流程</span></strong></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（一）申请提交。申请人在完成车辆转让登记、注册登记、上牌等全部流程，并取得《机动车登记证书》和《机动车行驶证》后，由个人用户发起，通过微信扫描二维码或登录“苏服办”APP搜索汽车置换更新应用，在线填报申请信息和上传申报资料。申请提交时间至2025年1月10日截止。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（二）资料审核。受理后通过申报系统对申请人提交的资料信息进行初审。如信息填报准确、资料齐全则初审通过，否则初审不通过。申请人将收到短信提示，允许申请人重新修改和补正申请材料，请申请人对申请状态保持关注。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（三）补贴发放。完成申报材料复审、专项核查后，将按相关标准发放补贴至申请人填写的银行账户中，补贴将在2025年2月10日前发放完毕。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;"> </span><strong><span style="font-size: 16px;color: #000000;">五、申请材料</span></strong></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（一）申请人本人姓名、有效身份证件照片。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（二）申请人本人拥有的可正常接收短信的手机号码。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（三）申请人本人持有的一类银行储蓄卡卡号及开户行信息。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（四）购车企业所在县（市、区）及企业名称。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（五）二手车销售统一发票及该车《机动车登记证书》相关页面照片。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（六）购买新车时获取的机动车销售统一发票及新车《机动车登记证书》、车辆行驶证相关页面照片。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><strong><span style="font-size: 16px;color: #000000;"> 六、注意事项</span></strong></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（一）同一辆新车不能同时享受国家汽车报废更新补贴和我省乘用车置换更新补贴。活动期间，每名补贴申请人只能享受一次置换更新补贴。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（二）所转让车辆与新购车辆的车主、补贴申请人及银行账户户名均为同一人。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（三）注意在车辆转让后及时拍照留存《机动车登记证书》原件相关页面照片，以免影响后续补贴申领。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（四）江苏省内近两年信用良好、无重大安全生产事故的汽车经销企业均可向所在县（市、区）商务主管部门报名参加汽车置换更新活动，省商务厅将在门户网站动态更新参与活动的汽车经销企业名单。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（五）申请人须对申请材料的完整性和真实性负责。未能提供完整有效材料的，不能获得补贴资金；对提供虚假信息，恶意申请、骗取补贴的，将依法追究责任。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left: 5px;margin-right: 5px;"><span style="font-size: 16px;color: #000000;">（六）本指南实施过程中的具体问题，由省商务厅、省财政厅会同省有关部门负责解释。</span></p><p style="text-indent: 2.1875em;line-height: 1.75em;margin-left:
