powered-by="xiumi.us">要突出标本兼治、精准施策发力，更高标准更大力度打好污染防治攻坚战。要突出源头治理，在“治气”上系统施策，围绕企业源精准“治”，努力实现“减排不减产、增产不增污”；围绕扬尘源全力“降”，最大限度降低扬尘污染；围绕移动源严格“控”，持续打造安全、舒畅、清洁的道路交通环境；围绕生活源综合“管”，确保各类生活面源污染稳定可控。要聚焦标本兼治，在“治水”上持续攻坚，重点抓好国省考断面水环境综合治理，突出抓好城乡生活污水共治，统筹抓好农业面源污染治理，持续开展岸线环境专项整治，确保河道水质长治久清。要注重以防为主，在“治土”上未雨绸缪，细化土壤环境调查，强化重点领域监管，深化无废城市建设，持续推动危废、固废源头减量。要坚持举一反三，在整改上动真碰硬，坚决摒弃“慢、拖、等”的思想，定期对已整改问题开展“回头看”；对于反复出现、长期存在的问题，既抓好具体问题整改，又抓好源头整治，切实做到整改一个、规范一类、避免一片。</p><section
