0);"><strong>低温雨雪冰冻灾害防范应对措施</strong></span></p><p style="text-align: justify;white-space: normal;"><strong><span style="color: rgb(0, 0, 0);">一、在田农作物生产管理</span></strong></p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 0, 0);">我县在田农作物主要有：小麦、大苔蒜、洋葱等，要注意疏通田间三沟防范湿渍害，可趁雨雪撒施返青肥。如发生冻害，可根据受冻程度迅速增施恢复肥。仅叶片冻害或主茎幼穗冻死率10%以下的麦田，不必施肥；茎蘖幼穗冻死率在10%-30%的麦田，应迅速亩施尿素5公斤左右；每增加10个百分点，亩增施尿素2.5公斤，但最多亩施尿素15公斤；主茎幼穗冻死率80%-100%的麦田，亩施尿素15公斤，争取小分蘖和高节位分蘖成穗，减少产量损失。但要注意增施的恢复肥跟正常施用的拔节孕穗肥互不抵消。</span></p><p style="text-align: justify;white-space: normal;"><strong><span style="color: rgb(0, 0, 0);">二、设施果蔬生产管理</span></strong></p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 0, 0);">对温室、拱棚、防鸟网、防虫网、水肥一体化、节水灌溉等设施设备。一是对温室和拱棚，要加固棚体，盖严苫被，勒紧压膜绳，封堵门窗，防范积雪塌棚和大风掀棚。通过铺设地膜，减少浇水及喷雾等作业，晴天中午适当通风，尽可能选择粉尘剂撒施或烟雾剂熏蒸防治病虫等措施，来减少设施内部的空间湿度。及时清除棚膜上面的积雪、尘土和杂物以增加棚膜透光性，整理好保温被，增加防雨膜，来提高设施的增温和保温效果。有条件的要在夜间采取保温增温补光措施，防范低温寡照和冻害。二是有防鸟网和防虫网的果园，提前拆卸防鸟网、防虫网，避免大雪压塌网子和支撑设施而损坏果树。三是水肥一体化和节水灌溉设施设备，要排出管道内和泵内的存水，防止水分结冻，损坏管道和器械。四是确保果蔬产品的质量安全。要综合防控病虫，尽可能选用农业防治、物理防治、生物防治等措施，减少化学农药的使用，注意农药使用的安全间隔期。相关部门要强化产品质量监管，严格农业投入品的使用，确保我县果蔬产品绿色安全。</span></p><p style="text-align: justify;white-space: normal;"><strong><span style="color: rgb(0, 0, 0);">三、畜牧业生产管理</span></strong></p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 0, 0);">一是要提前做好安全检查。畜禽养殖场（户）要对畜禽舍及设施作全面检修，对存在安全隐患的规模场或临时简易畜禽养殖棚舍，采取加固栏舍、及时清除屋顶的积雪等措施，防止栏舍倒塌。供水管、粪污收集管等要用保温材料包扎好，防止管道破裂，以免影响供水或造成污水渗漏。要做好停电停水的应急预案，防止雨雪冰冻天气造成断电断水影响生产。二是加强饲料及相关物资储备。密切关注气象预报，做好发电设施和一定量的饲料、兽药及燃料等相关物资储备，避免因停电、道路封闭和饲料、兽药短缺带来的畜禽冻死、饿死及病死。三是加强饲养管理和动物防疫。低温雨雪冰冻天气，畜禽抵抗力有所下降，疾病发生的可能性加大。畜禽栏舍必须保持干燥、保暖防寒和清洁卫生，给畜禽提供舒适温暖的环境；处理好保温与通风的关系，及时清除畜禽舍内的粪便和杂物，适当添加蛋白质和维量元素，增强畜禽御寒和抗应激能力。</span></p><p style="text-align: justify;white-space: normal;"><strong><span style="color: rgb(0, 0, 0);">四、农机作业和机具存储安全管理</span></strong></p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 0, 0);">雨雪冰冻气候条件下安全隐患多，道路泥泞，道路、桥梁容易结冰，造成农业机械行驶打滑、制动性能下降。要加强对农机具、库房（棚）、烘干机房等进行安全隐患大排查，着重从农机设施设备的防冻、防火、防坍塌、防触电、防驾驶事故等方面进行检查教育，非必要雨雪天气禁止在室外进行农机作业。雨雪天气农机仓库、烘干库房、仓储用房和设施大棚容易产生积雪，特别是连栋大棚和跨度大、库房高的烘干机房，在风大雪重时易发生坍塌，造成人员、农业机械设备损害。要及时关注气象预报预警，积极采取加固、除雪、破膜等防范措施，及早消除安全隐患，并注意在加固、除雪作业时的人身安全。</span></p><p style="text-align: justify;white-space: normal;"><strong><span style="color: rgb(0, 0, 0);">五、做好稳产保供</span></strong></p><p style="text-align: justify;white-space: normal;"><span style="color: rgb(0, 0, 0);">各镇（街道）要对本地农产品生产、储存情况进行调查统计，组织本地农产品生产主体、经纪人积极加强与农产品市场、大型商超等主体联系对接，引导生产主体、经纪人将我县农产品信息反馈给各大型超市和农产品市场。组织农技人员深入田间地头等生产一线，全力指导抓好农产品生产管理，提高各类农产品的产量和质量，确保农产品市场有效供给。</span></p><p style="text-align:
