16px;">省公安厅交警总队副总队长梁志刚表示，《条例》以明确和落实政府领导责任、职能部门的监管责任和企业单位的主体责任为抓手，以解决影响和制约道路交通安全的基础性、源头性、根本性问题为目的，着力构建完善道路交通安全责任体系和全链条的治理模式。道路交通安全要从源头破解管理难题。省人大常委会法工委副主任夏正芳表示，《条例》明确了建立完善交通影响评价制度，优先发展公共交通，完善公共交通服务网络。道路建设应当科学合理规划，保障通行安全，提高通行效率；城市道路建设还当保障慢行交通通行空间，改善非机动车和行人出行环境。加强停车场的规划、建设和管理，鼓励设置新能源车充电停车位。</span></p><p><span 170);"><strong>有条件自动驾驶汽车、高度自动驾驶汽车和完全自动驾驶汽车开展道路测试或者上道路行驶时，应当记录和存储汽车发生事故或者故障前至少90秒的位置、运行状态、驾驶模式、车内外监控视频等行驶数据，并保持数据的连续性和完整性，数据存储期不得少于30日。</strong></span>发生道路交通事故的，汽车生产企业、自动驾驶系统开发单位、设备提供方等相关主体应当配合公安机关交通管理部门调查处理。</span></p><p><span style="font-size: 16px;">自动驾驶汽车发生道路交通安全违法行为，应当罚谁？《条例》规定，<span style="font-size: 16px;color: rgb(2, 30, 170);"><strong>有条件自动驾驶汽车、高度自动驾驶汽车发生道路交通安全违法行为的，由公安机关交通管理部门依法对机动车驾驶人实施处罚；完全自动驾驶汽车发生道路交通安全违法行为的，由公安机关交通管理部门依法对汽车所有人、管理人进行处理。</strong></span></span></p><p><section data-role="outer" label="edit by 170);"><strong>安排未满4周岁未成年人乘坐家庭乘用车，应当使用符合国家标准的儿童安全座椅。安排4周岁以上身高不足140厘米的未成年人乘坐家庭乘用车的，鼓励使用符合国家标准的儿童安全座椅等约束系统或者使用增高垫。</strong></span></span></p><p><span style="font-size: 16px;">此外，<span style="font-size: rgb(2, 30, 170);"><strong>违反道路交通安全法律、法规关于道路通行规定，有下列行为之一的，由公安机关交通管理部门处警告或者20元罚款：</strong></span></span></p><p><section data-role="outer" label="edit by 135editor"><section data-role="paragraph"><p><span style="font-size: 16px;">（一）行人不按照交通信号灯指示通行，或者在机动车道内行走、停留；</span></p><p><span style="font-size: 16px;">（二）行人通过路口、横过道路时，没有按照规定走人行横道或者行人过街设施；</span></p><p><span 16px;">为了让立法更有温度、更有品质、更接地气，梁志刚介绍，在便民服务措施上，《条例》规定了公安机关交通管理部门能够通过电子数据核验相关证明凭证的，当事人不需要再提交纸质的证明和凭证；依托互联网在线处理交通事故，进一步便利事故当事人；通过电子送达方式送达法律文书和相关证据材料等等，努力做到让数据多跑路，让群众少跑腿。</span></p><p><section
