style="font-size:16px;">今年高考中考是在贯彻党的二十大精神开局之年和疫情防控实施“乙类乙管”政策后，组织的首次大考，关乎广大考生前途命运，社会关注度高，做好考试期间安全防范工作意义重大。今年高考中考人数预计大幅增长，加之全省已进入汛期，高温、大风、雷暴等恶劣天气易发频发，不安全不稳定因素将会增多，将给我市高考中考带来不利影响。</span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size:16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size:16px;">各地、各有关部门要提高政治站位，充分认清做好高考中考安全防范工作重要性，加强组织领导，根据《市政府办公室关于认真做好2023年高考中考组织工作的通知》（徐政办传〔2023〕25号）等文件要求，周密部署高考中考安全防范工作，<strong>强化高考中考期间风险辨识管控和隐患排查治理，及时应对各类突发事件</strong>，切实抓好高考中考期间安全工作。</span></section><section style="font-size:16px;">二<strong>、加强对考点及其周边安全风险隐患排查整治</strong></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size:16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size:16px;">各地要落实属地责任，组织有关部门加强对辖区内学校、考点及其周边场所风险隐患排查整治，全力落实防暑防汛等安全措施，做好考生安全保障工作；</span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;">各有关部门要按照“三管三必须”的原则，紧密结合专项整治巩固提升年、基础建设强化推进年、企业落实主体责任攻坚年“三个年”行动和重大事故隐患专项排查整治行动的各项任务，根据季节特点、行业特点，<strong>持续强化对学校、考点及其周边场所的安全监管</strong>，从严从快从实排查整治各类安全问题隐患，切实维护考点周边秩序，严厉打击各类违法违规行为，确保高考中考安全防范工作落实落细；</span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;">教育部门要牵头抓总，组织有关部门对学校及考点内部的<strong>房屋建筑、校园交通、学生宿舍、实验室、食堂等</strong>重点部位开展全面安全检查，做好全链条的考务安全工作，加强考生安全教育和心理辅导，完善应急预案，加强应急演练；</span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;">公安、交通部门要按照职责分工<strong>对考点及其周边的道路交通安全及送考车辆安全开展隐患排查整治</strong>，加强考点及其周边治安管理，做好高考中考期间交通管控及安全保障；</span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;">消防部门要加强对<strong>考点及周边火灾隐患排查</strong>，重点排查整治消防制度不落实、违规使用大功率电气设备、电线老化破损、消防通道堵塞、消防器材配置不到位、违规动火作业等消防问题隐患；</span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;">住建部门要对<strong>考点及其周边校舍、房屋建筑、建设工地、城镇燃气安全情况开展排查整治</strong>；</span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;">市场监管部门要对<strong>考点内部及其周边的压力锅炉、电梯等特种设备以及餐饮场所</strong>开展安全隐患排查整治；</span></section><section style="line-height: 16px;">卫健部门要严格落实国家和省有关疫情防控的措施要求，<strong>做好防疫安全工作，加强高考中考期间医疗救助保障</strong>；</span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;">商务、文旅等部门要按照职责分工对<strong>考点周边的宾馆酒店、网吧等娱乐场所开展安全隐患排查整治</strong>。</span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size: 16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><strong><span style="font-size:16px;">三、加强高考中考期间防灾减灾和应急处置工作</span></strong></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size:16px;"><br/></span></section><section style="line-height: 1.75em;margin-bottom: 0px;"><span style="font-size:16px;">各地、各有关部门要加强高考中考期间风险会商研判，密切关注天气变化，及时发布预警信息并部署相关应对措施，切实做好自然灾害防范工作。<strong>遇重大灾害性天气，要及时采取应对措施，确保涉考人员安全和考试顺利进行</strong>。各地、各有关部门坚持研判在先、谋划在前，认真梳理和系统排查高考中考期间可能存在的各类风险隐患，根据《徐州市2023年普通高考突发事件应急处置预案》，结合各自实际，有针对性的细化应急处置预案，完善应急处置流程，配齐配强应急处置力量，加强应急演练，明确重大突发事件的组织流程和工作职责。各地要加强组织领导和统筹协调，主要负责同志要亲自过问、研究、把关高考中考安全防范工作，分管负责同志高考中考期间要全程在岗在位，一线指挥、靠前调度，各级各有关部门要强化应急值守，做好应急处置准备，坚持24小时值班值守，确保一旦发生突发事件，能够高效、有力、有序、科学处置。</span></section><section
