<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><strong><span style="font-size: 15px;">一、信用管理方面</span></strong><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><strong><span style="font-size: 15px;">当前，江苏省大件办对提供不实信息的，一经查实，列入我省重点监管企业，三个月内在我省申请大件运输许可的要重点监管审查，所有申请案件进行车货现场勘验。</span></strong><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><span style="font-size: 15px;">同时，按照《江苏省交通运输厅关于进一步加强大件运输许可管理工作的通知》（苏交执法函64号）文件规定，对大件运输承运人、大件运输车辆在我省有以下违法行为，经执法机构依法查处认定后，<strong>1年内不得在我省申请大件运输许可：</strong></span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><span style="font-size: 15px;">1、大件运输许可申报过程中存在隐瞒有关情况或者提供虚假材料的；</span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><span style="font-size: 15px;">2、被许可人以欺骗等不正当手段取得通行证的，如车辆及装载物品实际情况与《通行证》记载内容明显不一致，存在“虚假办证”“长跑短证”“大车小证”的；未按照许可路线行驶公路的；未按照审批部门要求进入指定地点接受检查的；未按照许可护送方案采取护送措施的等违法运输大件的情形；</span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><span style="font-size: 15px;">3、未取得《超限运输许可通行证》或者使用伪造、变造等无效《超限运输许可通行证》从事大件运输的；</span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><span style="font-size: 15px;">4、大件运输过程中因堵塞交通、强行冲卡、暴力抗法、破坏相关设施设备，被依法给予行政处罚的或者被追究刑事责任的；</span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><span style="font-size: 15px;">5、承运人违法运输大件经外省抄告给我省的。</span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><strong><span style="font-size: 15px;">二、事后监管方面</span></strong><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><span style="font-size: 15px;">《江苏省交通运输厅关于进一步加强大件运输许可管理工作的通知》（苏交执法函64号）文件中明确：</span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><strong><span style="font-size: 15px;">一是落实收费站入口验证核查。</span></strong><span style="font-size: 15px;">高速公路经营管理单位对所有途径的大件运输车辆进行称重检测和验证核查。对车证不符、没有护送车辆、未按许可时间、路线行驶等违规行为，一律禁止驶入高速公路并通知交通运输执法机构和公安交警现场查处。</span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><strong><span style="font-size: 15px;">二是落实高速公路出口复查。</span></strong><span style="font-size: 15px;">高速公路经营管理单位在收费站出口核对《超限运输车辆通行证》信息，发现车证不符、Ⅲ类大件未组织护送、车辆实际出入口信息与审批信息不一致等违法行为，及时通知交通运输执法机构和公安交警进行查处。</span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><strong><span style="font-size: 15px;">三是加强大件运输车辆动态监管。</span></strong><span style="font-size: 15px;">交通运输执法机构加强停车区、服务区巡逻检查，不定期开展专项整治。充分利用门架检测、监控和称重等系统，收集数据，倒查大件运输车辆实际行驶轨迹，与许可数据进行比对，严肃查处不按许可要求行驶、虚报数据等违法超限运输行为。</span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><span style="font-size: 15px;">《市政府办公室关于印发全市高速公路交通安全“平安护行”专项行动工作方案的通知》要求，<strong>强化协调联动，一处发现、多省通报、多点查缉。</strong></span><o:p></o:p>
<p style="text-align: left;text-indent: 2em;line-height: 1.75em;"><span style="font-size: 15px;">违法违规申请大件运输许可和超限运输成本巨大，企业信用修复周期长，对企业造成的损失难以挽回，更有损徐州运输企业形象。在此提醒广大运输企业高度重视，不要存在任何侥幸心理，如实提交申报材料，自觉合法规范运输，共同营造良好的徐州大件运输市场环境。</span><o:p></o:p>
