2023年，丰县事业单位公开招聘

1.5em;'>根据《江苏省事业单位公开招聘人员办法》（苏办发〔2020〕9号）精神，为更好地选拔优秀适岗人才，优化我县事业单位人员结构，中共丰县县委组织部、丰县人力资源和社会保障局决定为部分事业单位管理类岗位和通用类专业技术岗位的统一公开招聘搭建平台，提供服务。现将有关事项公告如下：</h2><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'><span style='font-size: 16px;background-color: rgb(255, 192, 0);'><strong>一、资格条件</strong></span></section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（一）具有中华人民共和国国籍；</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（二）遵守中华人民共和国宪法和法律，拥护中国共产党领导和社会主义制度；</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（三）具有良好的品行；</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（四）具备岗位要求的身体条件；</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（五）年龄在18周岁及以上，35周岁及以下（1987年5月17日至2005年5月22日之间出生）。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（六）具备《2023年丰县事业单位公开招聘工作人员岗位表》（以下简称《岗位表》）中岗位要求的资格条件。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>1.资格条件中的“2023年毕业生”，指在2023年毕业并已取得学历（学位）证书，且仍无工作单位的人员。其中，能够提供《毕业生就业推荐表》（原件）的普通高校毕业生，取得学历（学位）证书的日期可放宽至2023年12月31日；国（境）外同期毕业人员，取得学历（学位）证书的日期可适当放宽，但须在2023年12月31日前完成教育部留学服务中心学历认证。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>2021年和2022年普通高校毕业生，若仍未落实工作单位〔须满足以下条件：未与用人单位签订过劳动（聘用）合同或未存在过事实劳动关系，未曾以单位名义参加社会保险〕，其档案关系仍保留在原毕业学校，或保留在各级毕业生就业主管部门（毕业生就业指导服务中心）、人才交流服务机构和公共就业服务机构的，以及国（境）外同期毕业且已完成学历认证但仍未落实工作单位的人员，可应聘面向2023年毕业生岗位。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>参加基层服务项目的人员，如参加服务项目前无工作经历，服务期满且考核合格后2年内的，可应聘面向2023年毕业生岗位。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>以普通高校应届毕业生应征入伍服义务兵的人员，退役后1年内的，可应聘面向2023年毕业生岗位。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>2.资格条件中“专业”条件由各招聘主管部门（单位）按《江苏省2023年度考试录用公务员专业参考目录》（以下简称“专业参考目录”）设置并审核。专业条件中还包括未列入专业参考目录，但有院校开设，并且有事业单位需要的专业。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>专业参考目录和招聘条件中都未列出的专业、留学人员的毕业专业，由我县招聘综合管理部门、招聘主管部门（单位）根据招聘公告中明确的专业条件、应聘人员所学专业课程、研究方向等认定是否符合招聘岗位的专业要求。专业名称已经调整的专业，如调整前或调整后的专业符合招聘岗位的专业要求，毕业院校以书面形式证明调整前后的专业为同一专业或专业课程基本一致，视为符合专业要求。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（七）本次公开招聘没有户籍限制。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（八）取得祖国大陆普通高校学历的台湾学生和取得祖国大陆承认学历的其他台湾居民应聘时按国家和江苏省的有关规定执行；</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（九）有下列情形之一的，不得报名应聘：</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>1.现役军人或国民教育序列普通高校在读非2023届毕业生；</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>2.与事业单位负责人员有夫妻关系、直系血亲关系、三代以内旁系血亲关系或者近姻亲关系等亲属关系的，不得应聘该事业单位的组织（人事）、纪检监察、审计财务岗位；与现有在岗人员存在上述关系的，不得应聘到岗后形成直接上下级领导关系的管理类岗位，以及《事业单位人事管理回避规定》明确应当回避的岗位；</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>3.新《江苏省事业单位公开招聘人员办法》于2020年3月13日起施行，根据其后发布的事业单位公开招聘人员公告被聘用到江苏省地方各类事业单位，且在2023年11月22日前3年服务期未满的在编（在册）人员；</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>4.2023年11月22日前，5年服务期未满的新录用公务员，或有规定（含协议明确）不得解聘离开工作单位（岗位）的人员；</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>5.国家和省另有规定不得应聘到事业单位的人员。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'><span style='font-size: 16px;background-color: rgb(255, 192, 1.5em;'>1.各招聘主管部门将按照本公告、国家和江苏省事业单位公开招聘人员相关规定对应聘人员的报名资格进行初审并负责解释。应聘人员网上提交报名信息24小时后可到报名网站查询资格初审意见。对应聘人员网上作出资格初审不合格决定时，应告知应聘人员相关事实、理由和依据。应聘人员如对初审意见有异议，请及时向各招聘主管部门陈述申辩。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>4.规定时间内未在网上确认报名资格、上传照片、缴纳报名费的，视为报名无效。逾期不再提供报名服务。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（四）报名注意事项</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>1.应聘人员应按岗位要求和网上提示，如实填写有关信息，并上传本人近期免冠电子照片（近期免冠正面2寸35×45毫米，证件照，jpg格式，大于30k且不超过200k，像素≧300×215）。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>2.凡弄虚作假的，一经查实，即取消应聘资格。除本公告另有说明，或者国家、省另有规定外，信息真实性以报名时的实际情况为准。面试前将对进入面试的人员进行资格复审。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>3.各岗位的笔试开考比例详见《岗位表》，如未达到开考比例，由我县招聘综合管理部门报中共徐州市委组织部、徐州市人力资源和社会保障局核减或取消招聘岗位，并在公告发布网址上进行公布。我县招聘综合管理部门负责通知应聘岗位被取消的报名成功人员在2023年5月27日9:00—12:00登录报名网站改报其他符合条件的岗位。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>4.每人只能选择一个岗位进行报名。资格初审通过后，不能再更改报名信息。未通过资格初审的应聘人员，在报名期内，可以改报符合资格条件的其他岗位。应聘人员须使用有效期内的第二代居民身份证进行报名，报名与考试使用的身份证必须一致。</section><section 1.5em;'>本次统一公开招聘考试采取笔试和面试相结合的方式进行。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（一）笔试</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>笔试由丰县人力资源和社会保障局负责统一组织实施。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>1.笔试内容</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>各岗位笔试科目名称均为《综合知识和能力素质》，不指定复习大纲和辅导用书，不举办、也不委托任何机构举办考试辅导培训班。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>2.笔试时间和地点：笔试具体时间和地点适时在丰县人民政府网“丰县人事考试”版块发布，考试考点设在丰县。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>3.应聘人员应携带准考证和在有效期内的二代身份证（须与报名时姓名、公民身份号码相一致），按照规定的时间到准考证上明确的考点参加笔试。笔试为全程封闭考试，考试期间不得提前交卷、退场。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>笔试阅卷结束后，由中共丰县县委组织部、丰县人力资源和社会保障局研究确定各类岗位的最低合格分数线，作为本次招聘笔试成绩合格分数线。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>笔试成绩以百分制形式在丰县人民政府网“丰县人事考试”版块“招考公告”栏公布。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（二）资格复审</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>各招聘主管部门负责从应聘该岗位笔试成绩合格人员中确定参加资格复审的人选（末位成绩并列的，一并参加）。按岗位招聘人数与报考人数1:3的范围内从高分到低分确定资格复审人选，如不足相应比例的，按实际人数确定。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>各招聘主管部门负责所属招聘单位资格复审工作，在丰县人民政府网“丰县人事考试”版块公布进入资格复审人员名单、资格复审的时间、地点及应聘人员应提供的相关证明材料等。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>参加资格复审的人选，以及其他排名较前的应聘人员，应在成绩公布后7个工作日内保持报名时填报联系方式的通畅，以便通知资格复审或递补复审，联系不到者或未按规定时间参加资格复审者视为自动放弃。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>应聘人员在资格复审时，应按要求提供相关证明材料。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>因应聘人员资格复审不通过或放弃面试资格等原因出现缺额时，在应聘同岗位笔试合格人员中按笔试成绩从高分到低分依次递补人员参加资格复审。如对资格复审结果有异议，可在收到复审结果的通知后3个工作日内向负责资格复审的各招聘主管部门（单位）陈述申辩。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（三）面试</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>面试工作由丰县人力资源和社会保障局统一组织实施。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>面试成绩经考场监督员审核后，当场书面告知应聘人员。面试合格分数线为面试总分的60%。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>（四）成绩计算</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>各项成绩均采用百分制计算，保留两位小数（第三位小数按四舍五入办法处理）。总成绩=笔试成绩×50%+面试成绩×50%。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'><span style='font-size: 16px;background-color: rgb(255, 192, 0);'><strong>四、考察体检</strong></span></section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>中共丰县县委组织部、县人力资源和社会保障局会同各招聘主管部门制定考察方案，明确考察的内容、方法等，并组织实施考察体检。在笔试、面试均合格的应聘人员中，根据应聘人员的总成绩，按岗位拟聘人员计划数1:1的比例从高分到低分确定参加考察体检人选。对依法退出现役的退役军人、新冠肺炎疫情防控一线的城乡社区工作者等，在同等条件下按国家有关规定执行。其他应聘人员若总成绩相同，笔试成绩高者优先（笔试成绩仍并列的，以笔试卷面最高分题得分高者优先，若再并列，进行加试，加试方式、时间另行通知，下同）。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>面试成绩合格的应聘人员应保持报名时填报联系方式的通畅，以便各招聘主管部门（单位）通知或递补，无法联系者视为自动放弃。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>体检在二级及以上综合医院进行。体检标准参照《关于修订〈公务员录用体检通用标准（试行）〉及〈公务员录用体检操作手册（试行）〉有关内容的通知》（人社部发〔2016〕140号）执行。行业有特殊要求的，按法律、法规、规章或上级主管部门的规定执行。应聘人员对体检结果有疑问的，参照我省公务员录用体检要求，属于当场或者当日复查的体检项目须当场或者当日提出申请，其他项目可以在收到体检结果通知后2个工作日内申请复查一次。体检组织单位对申请复查人员组织复查，体检结果以复查结论为准。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>对应聘人员作出考察体检不合格决定前，应当告知应聘人员拟作出的决定及相关事实、理由和依据，并告知应聘人员依法享有陈述和申辩的权利。对应聘人员提出的事实、理由和证据，应当进行复核。对应聘人员作出考察体检不合格处理决定的，应当制作考察体检不合格决定书，依法送达应聘人员。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>因考察、体检不符合要求或考生放弃导致拟聘岗位出现空缺时，在笔试、面试均合格的应聘人员中，按考试总成绩从高分到低分依次等额递补。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'><span style='font-size: 16px;background-color: rgb(255, 192, 0);'><strong>五、公示</strong></span></section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>招聘主管部门（单位）从考试成绩、考察体检均合格的人员中集体研究确定拟聘用人员名单，分别报中共丰县县委组织部、丰县人力资源和社会保障局，在公告发布网址对拟聘用人员名单进行公示。公示内容包括招聘单位、岗位名称、拟聘用人员姓名、学历、专业、毕业院校、现工作单位、招聘考试的各项成绩、总成绩、排名等。拟聘用人员名单公示后，应聘人员如无正当理由放弃聘用资格的，招聘单位或其招聘主管部门可以在名单公示结束后的1年内取消其再次应聘本单位或者本部门的资格。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>公示期间接受社会监督，期限为7个工作日。举报者应实事求是地反映问题，提供必要的调查线索和联系方式，由具体组织实施部门负责查实。公示期满，符合聘用条件的人员，办理聘用手续；对反映问题查有实据，不符合聘用条件的人员，不予聘用；对反映的问题，一时难以查实的，暂缓聘用，待查清后再决定是否聘用。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>因拟聘人员公示结果影响聘用、拟聘人员放弃聘用或其他情形导致拟聘岗位出现空缺时，招聘主管部门（单位）在笔试、面试均合格的应聘人员中，按考试总成绩从高分到低分依次等额递补。办理聘用手续后，不再进行递补。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'><span style='font-size: 16px;background-color: rgb(255, 192, 0);'><strong>六、聘用</strong></span></section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>公示无异议的，经招聘主管部门审核后报同级组织、人社部门办理备案及相关手续。用人单位按规定与拟聘人员及时签订聘用合同，聘用期限一般不低于3年，并按照政策规定约定试用期，严格按照聘用合同进行管理。拟聘用人员与招聘单位订立3年以上（含试用期）聘用合同的，除依法依规解除聘用合同外，应当在招聘单位最低服务3年（含试用期）。试用期满，经考核合格者，予以定岗定级；考核不合格者，取消聘用资格，解除聘用合同。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>被聘用人员与原单位签有劳动或聘用合同以及其他协议的，由应聘人员本人在规定的期限内自行负责处理。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'><span style='font-size: 16px;background-color: rgb(255, 192, 0);'><strong>七、考试聘用工作纪律</strong></span></section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>招聘工作坚持“公开、平等、竞争、择优”的原则，严把事业人员“进口”关。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height: 1.5em;'>应聘人员在报名、考试、考察体检过程中或聘用后查实存在违纪违规行为的，按照《事业单位公开招聘违纪违规行为处理规定》（中华人民共和国人力资源和社会保障部第35号令）第二章的规定进行处理。</section><section style='text-indent: 2em;margin-bottom: 16px;line-height:
