149);">落实好国家新发布的铁路旅客运输规程，<strong>按照年龄对儿童旅客实行优惠票价，惠及更多未成年旅客；</strong>进一步扩大电子客票应用范围，在到站补票和列车补票业务环节全面实施补票电子化；完善12306消息通知机制，及时准确向已购票旅客推送列车停运和变更信息；<strong>因铁路责任和不可抗力造成旅客退票，联程车票可一并办理退票，免收退票费；</strong>将开展互联网订餐的车站由55个增加到76个，覆盖全国绝大部分动车组列车和长距离普速列车；安排站内便捷中转换乘服务的车站由80个增至100个，旅客换乘将更加便捷高效；在全国3200余组动车组列车上推行“铁路畅行”扫码服务，旅客通过扫描座椅扶手上的“铁路畅行码”，可顺畅查询列车正晚点、运行位置、接续车次、交通接驳等出行服务信息；<strong>取消学生优惠票仅限寒暑假购买的限制，学生旅客可在一学年内任意时间购买4次优惠票</strong><strong>；扩大非高峰方向列车票价打折优惠范围和幅度，</strong>让旅客获得更多实惠。</span></section></p><p 149);">充分发挥铁路在综合交通运输体系中的骨干作用，精心组织货物运输工作，统筹运用线路、车辆、人员、装卸机具等资源，提升货运保通保畅能力，全国铁路日均装车量保持在较高水平。持续实施电煤保供行动，加大北煤南运、西煤东运、疆煤外运工作力度，全国363家铁路直供电厂存煤平均可耗天数持续稳定在15天以上，确保人民群众温暖安全过冬；加强医药、食品及节日生活物资、粮食、化肥等关系国计民生的重点物资运输，实行精准保供、优先运输；加强企业原材料、产成品运输需求对接，充分保障复工复产需要；开好中欧班列、西部陆海新通道班列、中老铁路国际货物列车，保障国际产业链供应链安全畅通。</span></p><p
