2px;">（1）义务兵征集时间。上半年征集，2月中旬开始，3月中旬起运新兵，3月底结束；下半年征集，8月中旬开始，9月中旬起运新兵，9月底结束。各地可根据疫情防控实际，适当提前或推迟工作时间。其中，男兵上下半年网上报名时间分别为上年度12月1日至当年2月10日、上年度12月1日至当年8月10日。女兵上下半年网上报名时间分别为当年1月1日至2月10日、7月1日至8月10日。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（2）直接招收军士时间。原则上与下半年义务兵征集同步组织实施，每年8月初开始，9月中旬起运，9月底结束。网上报名时间通常为每年4月初至7月底。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（3）定向培养军士时间。定向培养军士招生录取工作纳入普通高等学校招生全国统一考试实施，通常7月份组织体格检查、政治考核，8月份由省级招生办公室组织投档录取，8月底9月初入学。报名结合填报高考志愿进行，有报名意愿且符合基本条件的考生在专科提前批录取选项中选择相应高校标注有“定向培养军士生”的专业。</span></section><section style="line-height: 2em;"><strong><span style="font-size: 16px;letter-spacing: 2px;">2.应征入伍基本条件</span></strong><span style="font-size: 16px;letter-spacing: 2px;"></span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（1）义务兵。①征集对象。男兵以大学生为重点征集对象，突出各级各类学校毕业生征集，优先批准理工类大学生和备战打仗所需技能人才入伍，鼓励普通高等学校本专科在校生毕业后再入伍，全省不征集初中生。女兵从普通高中应届毕业生、普通高等学校和科研机构全日制应届毕业生及在校生中征集，上年度普通高等学校全日制本专科应届毕业生可以报名参加当年上半年女兵征集。②年龄条件。男青年年满18至22周岁，普通高等学校本专科毕业生、符合毕业条件的毕业班学生放宽至24周岁，研究生毕业生及在校生放宽至26周岁。女青年年满18至22周岁，全日制研究生应届毕业生及在校生放宽至26周岁，上半年征集的上年度普通高等学校全日制本专科应届毕业生放宽至23周岁。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（2）直接招收军士。①招收对象。具有军地通用专业技能的全日制普通高等学校毕业生，所学专业符合部队专业需要。②条件要求。具备义务兵征集标准条件，具有专科以上学历，所学专业在就读的普通高等学校已经开展职业技能鉴定的，应当取得中级以上职业资格证书，年龄不超过24周岁，志愿至少服现役满5年。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（3）定向培养军士。①招生对象。参加本年度普通高等学校招生全国统一考试的高级中等教育学校毕业生。②条件要求。具备义务兵征集标准条件，年龄不超过20周岁，未婚，志愿至少服现役满5年。</span></section><section style="line-height: 2em;"><strong><span style="font-size: 16px;letter-spacing: 2px;">3.应征入伍基本流程</span></strong><span style="font-size: 16px;letter-spacing: 2px;"></span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（1）义务兵征集。适龄青年可登录“全国征兵网”自行报名应征，报名通过后根据应征地兵役机关通知参加后续征集工作，通常包括初检初考、体格检查、政治考核（女兵含综合素质考评）、役前教育、审批定兵、交接起运等。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（2）直接招收军士。通常按照网上报名、资格审查、体格检查、政治考核、综合测评、交接起运等程序进行。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（3）定向培养军士。①培养过程。定向培养军士学制3年，前2.5学年的培养由定向培养高校负责，后0.5学年组织入伍实习，由招收部队负责。②办理入伍。定向培养军士对象完成规定课程、修满规定学分，经体格检查和政治考核，符合服现役条件的，办理入伍手续。</span></section><p style="line-height: 2px;">（1）保留学籍（入学资格）。入伍前已被普通高等学校录取或者是正在普通高等学校就学的学生，服现役期间保留入学资格或者学籍，退役后2年内允许入学或者复学。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（2）复学转专业。大学生士兵退役后复学，经学校同意并履行相关程序后，可转入本校其他专业学习。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（3）享受国家教育资助。应征入伍服义务兵役、招收为军士、退役后复学或入学的高等学校学生享受学费补偿、国家助学贷款代偿、学费减免，标准为本专科生每人每年最高不超过12000元，研究生每人每年最高不超过16000元。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（4）高校毕业班学生入伍。上半年被批准入伍的高职（专科）、普通本科及以上毕业班学生，完成专业理论课程的学习与相关学习、毕业设计和论文答辩合格，符合毕业条件的，学校应当准予毕业，享受应届毕业生入伍相关待遇。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（5）免试“专升本”。高职（专科）毕业生及在校生（含高校新生）应征入伍，退役后在完成高职（专科）学业的前提下，可免试入读普通本科，或根据意愿入读成人本科。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（6）享受考研优惠。①教育部设立“退役大学生士兵”专项硕士研究生招生计划，每年安排8000人，专门面向退役大学生士兵招收。②高校学生应征入伍服义务兵役退役后，3年内参加全国硕士研究生招生考试，初试总分加10分，同等条件下优先录取。③服役期间立二等功及以上的退役士兵，符合研究生报名条件的可免试（指初试）攻读硕士研究生。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（7）享受就业服务。高校毕业生士兵退役一年内，可视同当年的应届毕业生，凭用人单位录（聘）用手续，向原就读高校再次申请办理就业报到手续，户档随迁（直辖市按照有关规定执行）；退役高校毕业生士兵可以参加户籍所在地省级毕业生就业指导机构、原毕业高校就业招聘会，享受就业信息、重点推荐、就业指导等就业服务。</span></section><section style="line-height: 2em;"><strong><span style="font-size: 16px;letter-spacing: 2px;">2.服役期间保障政策</span></strong><span style="font-size: 16px;letter-spacing: 2px;"></span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（1）生活待遇。义务兵服役期间享受供给制生活待遇，按规定享受津贴和补贴。现行津贴标准，第一年每月1000元，第二年每月1100元（不包括骨干津贴、特殊岗位津贴、艰苦边远地区补贴、防暑降温费等补贴）。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（2）家庭优待。义务兵服役期间，其家庭由批准入伍地政府发放义务兵家庭优待金。义务兵的家属按照规定享受军属优待。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（3）选取军士。①报考军士院校。现役士兵符合条件的可报考军士学校，毕业后取得大专学历，并授予相应军士军衔。②选改军士。义务兵服役期满，经本人申请并符合相关条件的，可选改军士，授予相应军士军衔。义务兵服役期间表现特别优秀的，经批准可以提前选改为军士。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（4）选拔军官。①报考军校。对象为普通高中毕业以上文化程度或同等学力人员，未婚，年龄不超过22周岁（入伍前是普通高等学校在校生、毕业生或者是少数民族的，可放宽1岁），服现役满1年，不超过3年，符合部队相关条件，可报考军校。②本科毕业生提干。对象为普通高校全日制本科以上毕业，服役满1年、不超过3年，本科年龄不超过26周岁，研究生毕业生不超过29周岁，符合部队相关条件，可以提干。其中在驻西藏和三类以上艰苦边远地区少数民族聚居区部队服役的少数民族士兵，年龄可以放宽1岁。③优秀士兵保送入学。主要从师级以下作战部队，以及驻新疆、西藏屯垦部队按照有关标准条件选拔。</span></section><section style="line-height: 2em;"><strong><span style="font-size: 16px;letter-spacing: 2px;">3.退役相关政策</span></strong><span style="font-size: 16px;letter-spacing: 2px;"></span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（1）安置政策。对退出现役的义务兵，国家采取自主就业、安排工作、供养等方式妥善安置。对退出现役的军士，国家采取逐月领取退役金、自主就业、安排工作、退休、供养等方式妥善安置。军士退出现役，服现役满12年或者符合国家规定的其他条件的，由安置地的县级以上地方人民政府安排工作。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（2）定向招录或优先录用。在军队服役5年（含）以上的高校毕业生士兵退役后可以报考面向服务基层项目人员定向考录的职位，同服务基层项目人员共享公务员定向考录计划。招录公务员、参照公务员法管理机关（单位）工作人员（即参公人员），招聘事业单位工作人员时，同等条件下优先录用（聘用）符合政府安排工作条件的退役士兵。退役士兵报考公务员、应聘事业单位职位的，在军队服现役经历视为基层工作经历，服现役年限计算为工龄。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（3）免费职业技能培训。自主就业退役士兵，在退出现役后可选择接受一次免费（免学杂费、住宿费、技能鉴定费）培训，并享受培训期间生活补助，教育培训期限一般为2年，最短不少于3个月。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（4）享受创业金融税收优惠。符合条件的自主就业退役士兵及其创办的小微企业可申请创业担保贷款，并按国家规定享受贷款贴息。退役军人从事个体经营，符合条件的可享受国家相关税收优惠。</span></section><section style="line-height: 2em;"><span style="font-size: 16px;letter-spacing: 2px;">（5）享受一次性退役金。符合相关条件的自主就业退役士兵，按照国家和军队有关规定，领取一次性退役金。现行基本标准为服现役每满一年，发给4500元。获得荣誉称号或者立功的退役士兵，以基本标准为基数，按照一定比例增发退役金。</span></section><p style="line-height: normal;"><span style="font-size:
