box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'><strong style='box-sizing: border-box;'><span style='color: rgb(15, 76, 129);box-sizing: border-box;'>二、</span></strong>各地在工作中要继续做好简政便民工作，深化“放管服”改革。要按照行政审批工作改革要求，结合新冠疫情防控常态化管理需要，进一步优化现场确认方式，减少申请人提供材料数量和到现场次数，为申请人提供更为便利的服务。各地确认工作开展方式和材料提交要求由各认定机构在认定公告中予以明确。</p><p style='text-indent: 2em; box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'><strong style='box-sizing: border-box;'><span style='color: rgb(15, 76, 129);box-sizing: border-box;'>三、</span></strong>根据《退役军人事务部 教育部 人力资源社会保障部关于促进优秀退役军人到中小学任教的意见》（退役军人部发〔2022〕46号），退役军人在服役前1年内取得的中小学教师资格考试合格证明可延长2年有效期。</p><p style='text-indent: 2em; box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'><strong style='box-sizing: border-box;'><span style='color: rgb(15, 76, 129);box-sizing: border-box;'>四、</span></strong>严格师德考察，把好认定入口关。各地要严格教师准入的思想政治素养和师德考察，把认定前涉罪信息查询作为必要环节。教师资格认定要符合新时代中小学幼儿园教师职业行为十项准则要求，无刑事犯罪记录和其他不得聘用的违法记录；符合《教师法》《教师资格条例》《<教师资格条例>实施办法》等法律法规规定的学历标准、普通话水平、身体条件和心理条件，方可取得相应的教师资格证书。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p></section><section style='justify-content: flex-start; box-sizing: border-box;'>根据《教师法》《教师资格条例》《<教师资格条例>实施办法》等精神，现将江苏省2022年下半年面向社会认定中小学教师资格有关事项公告如下。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'><strong style='box-sizing: border-box;'><span style='color: rgb(15, 76, 129);box-sizing: border-box;'>一、认定时间安排</span></strong></p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>2022年下半年我省中小学教师资格认定网上报名时间为9月下旬至10月下旬，各阶段工作具体时间安排详见各认定机构发布的通知公告。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'><strong style='box-sizing: border-box;'><span style='color: rgb(15, 76, 129);box-sizing: border-box;'>二、认定机构与受理范围</span></strong></p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>幼儿园、小学和初级中学教师资格，由县级教育行政部门认定；高级中学教师资格、中等职业学校教师资格和中等职业学校实习指导教师资格，由设区市教育行政部门认定。各认定机构具体受理范围请留意当地教育行政部门的公告。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>未达到法定退休年龄的中国公民，符合以下任意一项条件的，可在我省相应的教师资格认定机构申请认定教师资格：</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>1. 具有本省户籍；</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>2. 在本省居住，并持有本省有效居住证（居住证受理证明不予认可）；</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>3. 在本省高校（含分校区和科研院所）全日制就读的应届毕业生、在读研究生和专升本学生；</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>4. 驻苏部队现役军人或武警；</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>5. 港澳台居民持有效的港澳台居民居住证的，可在居住地申请认定教师资格；持港澳居民来往内地通行证、5年有效期台湾居民来往大陆通行证的，可在中小学教师资格考试所在地申请认定教师资格。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'><strong style='box-sizing: border-box;'><span style='color: rgb(15, 76, 129);box-sizing: border-box;'>三、认定基本条件</span></strong></p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>在我省申请教师资格认定，应具备以下基本条件：</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>（一）遵守宪法和法律，热爱教育事业，具有良好的思想品德。被撤销教师资格的，自撤销之日起5年内不得重新申请认定教师资格；受到过剥夺政治权利或者故意犯罪受到有期徒刑以上刑事处罚的，不能申请认定教师资格；根据《最高人民检察院教育部公安部关于建立教职员工准入查询性侵违法犯罪信息制度的意见》（高检发〔2020〕14号），申请人员经认定机构查询有性侵违法犯罪信息的，不予认定教师资格。我省认定机构还将对申请人的违法犯罪情况进行核查，对有其他违法犯罪记录的人员进行思想品德鉴定，根据具体事实作出认定结论。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>（二）具有良好的身体素质和心理素质，能适应教育教学工作的需要。无传染性疾病，无精神病史，达到江苏省教师资格认定体检合格标准，在教师资格认定机构指定的医院体检合格。体检标准和操作规程按照《省教育厅关于做好教师资格认定体检工作的通知》（苏教师〔2002〕59号）、《省教育厅关于申请教师资格认定人员体检取消乙肝项目检测的通知》（苏教人〔2010〕14号）和《教育部教师资格认定指导中心关于调整申请认定幼儿园教师资格人员体检标准的通知》（教资字〔2010〕15号）执行。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>（三）符合《教师法》规定的学历要求</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>1. 申请认定幼儿园、小学、初中教师资格的，应当具备大学专科毕业及以上学历（其中具有中等幼儿师范学校或中等师范学校学历的师范生可申请认定与其所学学段相一致的幼儿园或小学教师资格）；</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>2. 申请认定高级中学教师资格、中等职业学校教师资格的，应当具备高等师范院校或者其他大学本科毕业及以上学历；</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>3. 申请认定中等职业学校实习指导教师资格的，应当具备普通中等职业学校毕业及其以上学历，并具有相当助理工程师及以上专业技术职务或者中级及以上工人技术等级。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>“结业”“肄业”均不符合教师资格认定的学历要求。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>（四）普通话水平应达到国家语委颁布的《普通话水平测试等级标准》二级乙等以上标准，其中语文教师、幼儿园教师和担任对外汉语教学的教师应达到二级甲等以上标准；语音教师和播音、主持、影视剧表演等专业教师应当达到一级水平。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>（五）通过国家中小学教师资格考试，具有有效期内的中小学教师资格考试合格证明。根据《退役军人事务部 教育部 人力资源社会保障部关于促进优秀退役军人到中小学任教的意见》（退役军人部发〔2022〕46号），退役军人在服役前1年内取得的中小学教师资格考试合格证明可延长2年有效期。纳入免试认定改革范围的教育类研究生和师范生，也可凭有效期内的《师范生教师职业能力证书》申请认定相应任教学段和任教学科的教师资格。2014年及以前入学的师范生已直接认定过教师资格的，不再直接认定教师资格。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'><strong style='box-sizing: border-box;'><span style='color: rgb(15, 76, 129);box-sizing: border-box;'>四、申请认定方式</span></strong></p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>1. 符合申请条件的申请人可在中国教师资格网（www.jszg.edu.cn）开放时间注册个人账号（选择“教师资格认定申请人网报入口”），完善个人信息，并在认定机构公布的报名时段内登录报名。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>2. 申请人在网报过程中，应仔细阅读《个人承诺书》并按网报系统提示签字上传，在预览《教师资格认定申请表》时可查看整体效果。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>3. 所需提交的相关申请材料内容和提交方式详见各认定机构通知公告。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'><strong style='box-sizing: border-box;'><span style='color: rgb(15, 76, 129);box-sizing: border-box;'>五、其他</span></strong></p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>（一）根据国家有关规定，同一申请人在同一年内只能申请一种教师资格。今年上半年已通过认定的人员，下半年不能申请认定。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>（二）请申请人按认定机构规定时间、地点和要求进行网上申报、体检和现场确认。因错过申报时间、选错认定机构或现场确认点、申报信息有误或提交材料不全等原因未在规定时间内完成申报工作的，认定机构将不予受理，责任由申请人本人承担。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em; box-sizing: border-box;'>（三）申请人应在个人承诺书中做出真实无误的承诺，承诺如与事实不符，均属于弄虚作假、骗取教师资格行为。一经查实，相关教育行政部门将依据国家相关法律法规，进行相应处理。</p><p style='box-sizing: border-box;'><br style='box-sizing: border-box;'></p><p style='text-indent: 2em;
