border-box;'>各地教育行政部门要在地方党委和政府的领导下，充分发挥“双减”工作专门协调机制作用，会同本地市场监管、公安、城管、民政、人力资源社会保障等部门召开专门会议，就寒假“双减”工作作出系统部署，传达到县、到校、到培训机构。要制定工作方案，结合新冠肺炎疫情防控工作要求，明确治理措施，细化分工、压实责任、全面覆盖，务必做到精心组织实施，确保治理工作取得实效。</span></section><section border-box;'>各县级教育行政部门要联合相关部门，建立分片包干制，明确责任人，综合运用明查暗访，对辖区内所有线下校外培训机构加强巡查，严防义务教育阶段线下学科类培训机构违规开班、面向3至6岁学龄前儿童的培训机构违规开展线下学科类（含外语）培训、非学科类培训机构以“素质拓展”“思维训练”等名义超范围开展学科类培训等问题发生。严查隐形变异行为，用好网格化综合治理体系，严厉打击以“家政服务”“众筹私教”“研学”等名义进行变相违规培训。各省级教育行政部门要联合网信等相关部门，通过技术与人工相结合，全网巡查、全时段巡查与重点监看相结合的监测机制，集中整治违规开展学科类培训和学前阶段线上培训问题。</span></section><section
