style='font-size: 16px;'>义务教育阶段线上和线下学科类校外培训机构属于非营利性机构，其收费依法实行政府指导价管理，由省级发展改革部门会同教育部门参考学科类校外培训机构平均培训成本，统筹考虑我省经济发展水平、学生家庭承受能力、机构实际平均收费水平等因素，制定基准收费标准和浮动幅度。</span></p><p style='vertical-align:inherit;letter-spacing: 2px;line-height: 2em;margin-bottom: 15px;margin-left: 5px;margin-right: 5px;'><span style='font-size: 16px;'>设区市发展改革部门会同教育部门在省定基准收费标准和浮动幅度范围内，提出本地区具体收费建议，经设区市人民政府同意后，制定具体收费标准和浮动幅度。</span></p><p style='vertical-align:inherit;letter-spacing: 2px;line-height: 2em;margin-bottom: 15px;margin-left: style='font-size: 16px;'>本次制定的政府指导价适用于注册地或ICP备案（许可）在江苏省，经江苏省教育厅审批获得办学许可的义务教育阶段线上线下学科类校外培训机构。</span></p><p style='vertical-align:inherit;letter-spacing: 2px;line-height: 2em;margin-bottom: 15px;margin-left: 5px;margin-right: 5px;'><span style='font-size: 16px;'>学科分类按照教育部办公厅《关于进一步明确义务教育阶段校外培训学科类和非学科类范围的通知》（教监管厅函〔2021〕3号）规定执行，包括<span style='color: rgb(192, 0, 0);'><strong>道德与法治、语文、历史、地理、数学、外语（英语、日语、俄语）、物理、化学、生物</strong></span>，以及对涉及以上学科国家课程标准规定的学习内容。</span></p><section data-role="title" data-tools="135编辑器" data-id="107461"><section style='margin: 10px style='font-size: 16px;'>（一）课时时长。线下学科类校外培训标准课时时长为45分钟，线上学科类校外培训标准课时时长为30分钟。实际课时时长与标准课时时长不一致的，按比例进行折算。</span></p><p style='vertical-align:inherit;letter-spacing: 2px;line-height: 2em;margin-bottom: 15px;margin-left: 5px;margin-right: 5px;'><span style='font-size: 16px;'>（二）班型设置。<strong><span style='color: rgb(192, 0, 0);'>班型分为大班型（35人以上）、中班型（10-35人）、小班型（10人以下）三种</span></strong>。</span></p><p style='vertical-align:inherit;letter-spacing: 2px;line-height: 2em;margin-bottom: 15px;margin-left: 5px;margin-right: 5px;'><span style='font-size: 16px;'>（三）基准收费标准和浮动幅度。线下学科类校外培训基准收费标准为：<span style='color: rgb(192, 0, 0);'><strong>大班型25元、中班型40元、小班型60元</strong></span>。<strong><span style='color: rgb(192, 0, 0);'>线上学科类校外培训基准收费标准为15元</span></strong>。浮动幅度为<strong><span style='color: rgb(192, 0, 0);'>上浮不超过10%</span></strong>，下浮不限。允许各地结合地区实际，差别化执行，可以按省定基准收费标准和上浮幅度执行，可以按省定基准收费标准执行，暂不上浮，也可以低于省定基准收费标准执行。</span></p><p style='vertical-align:inherit;letter-spacing: 2px;line-height: 5px;'><span style='font-size: 16px;'>（一）强化收费公示。各地要督促培训机构通过网站、培训场所、线上应用程序、公开媒体等途径，将学科类校外培训内容、培训时长、收费标准、教师资质、收费和退费办法等信息提前向社会公开。各设区市教育部门要统一公示当地学科类校外培训机构名称、办学类型、办学规模、收费标准等信息。</span></p><p style='vertical-align:inherit;letter-spacing: 2px;line-height: 2em;margin-bottom: 15px;margin-left: 5px;margin-right: 5px;'><span style='font-size: 16px;'>（二）加强信息报送。各培训机构要于每年6月底前，将招生简章、收费标准、教师资质等资料连同上一年度收入、成本、利润以及关联交易、政策执行等情况，分别报送当地教育、发展改革、市场监管部门。</span></p><section data-role="title" data-tools="135编辑器" data-id="107461"><section hm_fix="263:257" 16px;'>（一</span><span style='font-size: 16px;'>）增强自律意识。</span><span style='font-size: 16px;'>培训机构要全面使用教育部和市场监管总局统一制定的《中小学生校外培训服务合同（示范文本）》，严格履行合同义务，规范自身收费行为，不得以任何理由、任何方式提高或变相提高政府制定的培训收费标准，</span><strong style='font-size: 16px;'><span style='color: rgb(192, 0, 0);'>不得在培训费外另行收取其他费用</span></strong><span style='font-size: 16px;'>。</span><br></p><p style='vertical-align:inherit;letter-spacing: 2px;line-height: 2em;margin-bottom: 15px;margin-left: 5px;margin-right: 5px;'><span style='font-size: 16px;'>（二）严格预收费监管。各地要严格执行省教育厅等七部门《关于全面开展学科类校外培训机构预收费监管工作的通知》（苏教继函〔2021〕10号）规定，收费必须使用监管专户，收费时段与教学进度安排要协调一致，<strong><span style='color: rgb(192, 0, 0);'>一次性收费（含充值、次卡等形式收费）不超过3个月或单科不超过60课时</span></strong>，并按规定<strong><span style='color: rgb(192, 0, 0);'>开具发票</span></strong>。</span></p><p style='vertical-align:inherit;letter-spacing: 2px;line-height: 2em;margin-bottom: 15px;margin-left: 5px;margin-right: 5px;'><span style='font-size: 16px;'>（三）加强监督检查。各地要加强对学科类校外培训收费执行情况的监督检查，依法严厉查处不执行政府指导价，采取分解收费项目、重复收费、扩大收费范围、虚增培训时长等方式变相提高收费标准，虚假宣传，价格欺诈以及不执行收费公示制度等行为。畅通投诉举报渠道，鼓励社会各方参与监督。对情节严重、性质恶劣的典型案例，要公开曝光。</span></p><section data-role="title" 16px;'>各地发展改革、教育、市场监管部门要在当地党委、政府统一领导下，按照通知要求，抓紧抓好政策落地落实。</span><span style='font-size: 16px;'>各设区市可以参考使用省统一开展的成本调查、收费预期调查、社会公众意见等数据资料，抓紧制定本地区收费标准，优化定调价程序，报经设区市政府批准后，确保年底前出台。</span><span
