66);"><strong>刘某发现用甲醇为原料制作发胶，每瓶成本比用乙醇要便宜0.4元左右。</strong></span>为降低生产经营成本，谋取非法利益，刘某明知甲醇有毒，不可用来制作发胶产品，仍经李某（另案处理）介绍，由周某某（另案处理）经营的广州某某化妆品公司使用甲醇进行代工生产刘某自有品牌“卡兰炫”发胶并对外销售。</span></p><p style="text-align: 16px;">其间，因客户要求，刘某向周某某提出提供产品备案材料和产品自检报告要求，周某某提出加价，刘某遂停止与周公司合作。2019年下半年，刘某又通过朱某某（另案处理）联系某某生物科技公司，委托其用甲醇生产发胶。此外，刘某还从李某处购进周某某公司生产，含甲醇“加料”的品牌发胶并对外销售，有些客户从刘某处进货后，还在某购物网站开设有美发用品店铺。自2018年下半年起的三年多时间，刘某通过生产、销售“毒”发胶，金额共计人民币21万余元。</span></p><p><span style="font-size: 16px;">案发后，公安机关在刘某仓库中查获用甲醇生产的“卡兰炫”等牌子发胶<span style="font-size: 16px;color: rgb(171, 25, 66);"><strong>共10000余瓶，货值金额共计3.2万余元。</strong></span>经鉴定，上述发胶抽样样品中甲醇检验结果不符合《化妆品安全技术规范》（2015年版）标准要求。</span></p><p><span style="color: rgb(171, 25, 66);"><strong><span style="font-size: 16px;">检察官提醒，根据化妆品安全技术规范的规定，甲醇作为有毒有害物质，是严禁作为原料添加进入化妆品的。</span></strong></span><span style="font-size: 16px;">经向相关专家咨询，<span style="font-size: 16px;color: rgb(171, 25, 66);"><strong>甲醇具有毒性，它的毒性对人体的神经系统和血液系统影响最大，经消化道、呼吸道或皮肤摄入会产生毒性反应，影响人体健康。</strong></span>如果甲醇被添加进入发胶，长期被人使用，经头皮吸收会对人体造成长久性的损害。发胶市场竞争激烈，一分钱的成本缩减也能带来巨大的竞争优势，为此很多“黑工厂”、小作坊利用甲醇成本优势制作发胶，但以此压榨的利润是建立在损害消费者安全基础上的，终将受到法律严惩。美发产品采购方也要为消费者安全考虑，杜绝“毒发胶”市场，维护美发从业机构口碑，促进美容美发行业健康发展。消费者自行购买使用美发产品也最好先查验真伪再使用，以免受假冒伪劣产品坑害。</span></p></section></section></section></section></p><p
